It underlines the inadequacy of the conventional wisdom in treating the regulatory regime as an aggregated whole. Rather it highlights the regime as a set of rules, cultural or social norms, etc. that regulate the operation of governance and its interaction with social or economic actors. These rules and norms need to be studied in a more disaggregated approach which is sensitive to a sectoral perspective and in response to changing political demands in respective sectors. In so doing, we will get a more dynamic and substantial understanding about the relationship and interaction among state and social/economic actors that tends to be overlooked by existing approaches. 內容: 大綱：本報告追溯台灣高雄港戰後的治理模式的轉變，並從中找出四種不同的「管治 體制」。與傳統的政治分析模式—將國家體制視為整體的取徑不同，本研究採取一種 更加片斷式的研究取徑，認為不同產業部門的特殊政經環境，將會創造出適合此一部 門的「管治體制」。唯有如此，我們將可提供更加動態與具體的國家和社會互動和關 係的理解，這是傳統社會科學中的「國家中心或社會中心」理論、亦或是傳統政治轉 型研究—威權轉向民主等相關研究中，比較難以觸及的部分。 All are welcome
